Gavin Saunders

A Chartered Construction Manager and senior operational leader, Gavin has over 26 years of experience in property maintenance.

Gavin leads multi‑disciplinary teams delivering responsive repairs, planned works and voids programmes, with accountability for safety, compliance, quality and resident experience. His approach blends data‑driven planning with strong leadership to improve outcomes for people and performance for landlords.

Specialising in mobilising and leading delivery of complex contracts and systems, he recently played a pivotal role in mobilising Liberty’s largest contract with social landlord ForHousing. He also led Liberty’s successful attainment of third-party certification in passive fire protection (including BM TRADA Q Mark for fire doors and fire stopping), underlining his commitment to building safety, compliance and technical excellence.

A well-established operational director, Gavin is known for building high‑performing teams, developing future leaders and translating strategy into actionable results and sustained improvement.

Before becoming Divisional Director, Gavin has served as Operations Director and Assistant Regional Director within Liberty (part of WPS). Steve Jackson

With nearly four decades of experience, Steve brings sector leading expertise in social housing and retrofit to his role as Managing Director at Liberty.

Having shaped some of the UK’s key housing maintenance and energy efficiency programmes, Steve also helped establish the retrofit proposition at Wates and served as a founding board member of WPS (formerly Wates Living Space) in 2006.

Steve has held a range of senior leadership roles giving him a deep understanding of operational delivery, strategic planning and sector governance. Since joining Liberty, he has sharpened the focus of the business around three core service lines – Heating & Compliance, Energy Transition and Repairs & Maintenance.

Under his leadership, Liberty is strengthening its offer to ensure customers receive a dependable, high-quality service that supports safe, compliant and healthy homes.
