WPS has been appointed as a key delivery partner on the Procurement Hub National Decarbonisation Framework, spearheading efforts to upgrade and decarbonise thousands of homes across England.

The four‑year, £480 million framework is designed to accelerate whole house retrofit and energy efficiency improvements that reduce carbon emissions, improve energy performance and help alleviate fuel poverty. Procurement Hub is part of Places for People (PfP), the UK’s leading social enterprise. With a portfolio of 262,000 properties across the UK, they require a robust, scalable approach to ensure long‑term decarbonisation across diverse home types and regions. The framework will support Procurement Hub members in meeting Future Homes Standard requirements and progressing their net zero objectives.

WPS, along with its specialist renewable energy installation and servicing business, Liberty, and supported by its in-house consultancy, NetZero Collective, will deliver a comprehensive suite of retrofit measures. This includes fabric improvements, heating upgrades, renewable technologies and full PAS 2035 compliance across key regions in the North and South-West of England – ensuring high‑quality, consistent and scalable decarbonisation across thousands of homes. The workstreams awarded to WPS underscore the substantial investment being channelled into enhancing the energy performance of homes across England.

Our focus on creating thriving, sustainable homes aligns closely with Procurement Hub’s commitment to improving lives and strengthening communities. By prioritising long‑term resilience, we will ensure that investment in homes delivers benefits well beyond carbon reduction.

“We look forward to working closely with Places for People, Procurement Hub members and local communities to create warmer, more efficient homes, support fuel‑poverty reduction and generate long-term social value.”
